We create an enabling environment and empower them to reduce their own risk of HIV/STIs acquisition. The program works with 107-trained Peer Educators (PEs) who identify, and enrolls their colleagues (peers) into the program, using the snowballing system. Identified residents are screened for eligibility and enrolled to the program by trained Behavioral Counselors.

​Based on hot spots, enrolled FSWs, MSM, and PWIDs are attached to a PE who provides continuous peer-led interpersonal education and outreach (one-on-one and small group discussion) on sexual risk assessment, risk reduction counseling, and skills building; and promote and distribute condoms.
